ДРУГИЕ МЕТОДОЛОГИИ СОСТАВЛЕНИЯ ЭНЕРГЕТИЧЕСКИХ БАЛАНСОВ

Подход Агентства энергетической информации США (ЕІА) отличает­ся от описанных выше более широким охватом производства и потребления энергии, поскольку основывается на моделировании энергетики с помощью модели NEMS и непосредственно не следует за методиками традиционных энергетических балансов.

Разумеется, принцип баланса потоков энергии и энергоносителей соблюдается, но следует этот баланс из самой математи­ческой модели, представляющей собой систему уравнений, каждое из кото­рых описывает частичный баланс полной системы. Это более широкий под­ход к энергетическому балансу и, по нашему мнению, более корректный и перспективный. Материалы ЕІА перекрывают весь диапазон потребностей в энергетической статистике: от оперативных данных по объемам и ценам реализации энергоносителей (общим и дифференцированным по штатам и районам страны) до долгосрочных прогнозов и анализа хода и результатов реализации энергетической политики. В целях совершенствования инфор­мационного обеспечения управления национальной российской энергети­кой использование примера и опыта Агентства энергетической информации, на наш взгляд, является наиболее полезным. В приложении 6 приведен при­мер таблиц из ежегодного аналитического сборника Annual Energy Outlook 2008 With Projections to 2030 по энергетике США, издаваемого EIA.

C 1995 no 1999 год для представления в международные организа­ции данных российской энергетической статистики по методологии ООН действовала Методика краткого расчетного топливно-энергетического баланса с учетом перехода на методологию ООН (ключи перехода к расчету показателей топливно-энергетического баланса по методоло­гии ООН). Постановлением от 23 июня 1999 года № 46 Госкомстат Рос­сийской Федерации утвердил Методологические положения по расчету топливно-энергетического баланса Российской Федерации в соответ­ствии с международной практикой, отменив прежнюю методику. В ме­тодике утверждалось, что переход от российской методики составления топливно-энергетического баланса к методике составления энергетических балансов, рекомендуемых ООН, а также МЭА, не вызывает проблем, хотя в таблице методологического обеспечения получения данных значилось не­мало исходных документов, которые не были разработаны. По этой при­чине объективность данных российской энергетической статистики на тот момент не вполне соответствовала международным требованиям. Пример Краткого расчетного топливно-энергетического баланса Российской Фе­дерации за 2005 год приведен в приложении 7.

В Республике Беларусь действуют методики составления топливно­энергетического баланса и электробаланса: Методика по составлению элект­робаланса Республики Беларусь, утвержденная приказом Министерства статистики и анализа Республики Беларусь от 12 октября 2004 года № 200, а также Методика по расчету топливно-энергетического баланса и энер­гоемкости валового внутреннего продукта, утвержденная приказом Мини­стерства статистики и анализа Республики Беларусь от 29 ноября 2006 года № 269. Структура расчетного топливно-энергетического баланса соответ­ствует рекомендациям ООН и содержит кроме обычных строки: потери и статистические расхождения. Применяемая единица измерения энергии — тысячи тонн условного топлива.

Отдельно учитывается вклад биомассы по направлениям: торф, дрова, прочие виды природного топлива. Гидромеха­ническая и ветровая энергия из общего объема выработанной электроэнер­гии на данном уровне баланса не выделяются.

В заключение следует сказать, что при рассмотрении проблемы форми­рования энергетических балансов неизбежен переход к правовому и институ­циональному оформлению национальной и международной энергетической статистики. Здесь Россия может довольно быстро выйти на уровень стран Евросоюза и США, используя их разнообразный опыт. Этого требует и вы­сокая степень глобализации энергетики, и существенная взаимозависимость Евросоюза и России в энергетике, товарообмене и инвестициях. Но это нель­зя считать финальной точкой, поскольку глубоко проработанные энергети­ческие стратегии Евросоюза и США выстроены на основе неравноправных взаимоотношений между поставщиками и потребителями энергоресурсов. Настойчивость в достижении таких базовых принципов стратегий, как уве­личение производства моторного биотоплива из продовольственного сырья, диверсификация источников поставок энергоресурсов при их ограниченно­сти, использование различных моральных категорий для «вскрытия» суве­ренитета государств над их природными ресурсами, неизбежно ведет стра­ны к конфронтации, несправедливому распределению ресурсов и созданию препятствий развитию «догоняющих» стран. Поэтому то состояние энерге­тической статистики, которое достигнуто международным сообществом, сле­дует считать необходимым, но недостаточным инструментом рационально­го глобального управления энергоснабжением человечества.

Очередным шагом в национальном и международном плане должно стать формирование единой унифицированной системы энергетического учета Здесь разночтений может оказаться гораздо больше, чем в ситуации с энер­гетическими балансами. Поэтому, с одной стороны, в масштабе существу­ющих международных сообществ необходимо как можно быстрее принять концепцию энергетического учета и классификатор его структуры и видов. С другой стороны, на национальном уровне необходимо транспонировать указанные документы в национальные энергетические стратегии, а затем принять соответствующие законы. Для России это означает:

1) активное участие в разработке и принятии международных доку­ментов;

2) расширение Энергетической стратегии новым разделом;

3) принятие федерального закона «Об энергетическом учете»;

4) внесение поправок, прежде всего, в Федеральный закон от 29 ноя­бря 2007 года № 282-ФЗ «Об официальном статистическом учете и систе­ме государственной статистики в Российской Федерации», а также в дру­гие федеральные законы для определения статуса и функций государствен­ной энергетической статистики;

5) разработку правительственных нормативных правовых актов;

6) институциональное и организационное обеспечение выполнения принятых решений;

7) разработку законов субъектов Федерации в соответствии с их по­требностями в энергии и возможностями энергоснабжения за счет мест­ных ресурсов.

Основу энергетического учета должны составить: план энергетических счетов, правила энергетического учета и формы отчетности. Подходы, зало­женные в перечисленных методиках, должны быть унифицированными, в то же время они должны позволять без больших проблем переходить к раз­личным видам энергетического учета. Можно предположить следующие его виды: натуральный, финансовый, экологический, социальный, произ­водственный, ресурсно-логистический, а также сценарно-прогнозный. Под­разумевается, что финансовый энергетический учет имеет дело с движени­ем по энергетическим счетам энергии, выраженной в денежных единицах, экологический — с учетом вредных воздействий, выраженных значениями потоков и потенциалов некоторых энергетических индикаторов, социаль­ный — оперирует значениями индикаторов, которые являются функциями от уровня энергообеспеченности населения, и т.д. Разумеется, чтобы не пло­дить многообразие видов, их следует выводить буквально из одного-двух видов энергетического учета.

При таком подходе будет не трудно определять, в каких случаях утверж­дение энергетических балансов следует осуществлять на уровне федераль­ного закона, о чем, так или иначе, говорилось в парламентских дискусси­ях. Очевидно, значения энергетических показателей, от которых напрямую зависит соблюдение прав человека, установленных Конституцией, долж­ны быть утверждены законом с определением стадий поэтапного выхода на эти значения.

И, наконец, не следует забывать, что в мире неотвратимо нарастает де­фицит других первичных ресурсов, также связанных с соблюдением фун­даментальных прав человека, а именно продуктов питания, чистого воздуха и чистой воды. Для них также потребуются международные и националь­ные системы учета, а потому они должны иметь единую методологическую и институциональную основу. Полагаем, в современном информатизиро­ванном мире перечисленные задачи вполне разрешимы даже в самой де­тальной их постановке.
